Bias-Free Policing

Bias-Free Policing Policy and Training

We help agencies develop clear, enforceable policies on biased-based policing and train officers and supervisors to implement them.

Our training goes beyond awareness to build decision-making skills that hold up under pressure. Dr. del Carmen is a TCOLE-certified instructor who has trained every chief of police in Texas since 2001—over 4,000 chiefs—through the Law Enforcement Management Institute of Texas. Our programs cover implicit bias, procedural justice, constitutional policing, and supervisor accountability.

Policy, data, and daily supervision working together

We partner with chiefs, legal teams, and community leaders to embed bias-free practices throughout the organization.

Policy & Structure — Clarify directives, supervisory expectations, and documentation standards aligned with Sandra Bland Act requirements.
Data & Analysis — Audit Tier 2/Tier 3 stop, search, and arrest data; create dashboards and disparity analyses ready for public reporting.
Training & Coaching — Deliver implicit-bias sessions, supervisor huddles, and scenario-based practice to reinforce daily expectations.
Community Engagement — Facilitate listening sessions, presentation prep, and messaging aligned with community concerns and oversight expectations.
